This one is a problem in all time travel stories. Don't change the past. I probably can't counter your point well enough to change your view, but Dumbledore was very idealistic so he probably would have viewed it as necessary to follow that rule.

I'd have to re-read, but isn't side-by-side apparition a dodgy concept? Plus there weren't enough adults for every child. Port key was probably a safer option.

Maybe it wasn't policy at the time to keep tabs on underage wizards. Maybe Voldemort was the reason they created that policy.

I mean Harry does it with Dumbledore in book 6 and Dumbledore doesnt seem at all concerned (yes I know Dumbledore is on a different level than most wizards). Then in book 7 Harry, Ron, and Hermione do it all the time and the only time they have trouble is when that guy grabs them.

It was policy bc Harry asks that exact question to Dumbledore and Dumbledore says since his crazy Uncle was in the vicinity and claimed responsibility they just believed him. But they would've known Tom Riddle was there how could they not? Nobody was suspicious of this?
