so I went on a bit of HP economics deep dive last night. I have theory that can explain this.
The Muggle governments are in on the cover-up. The wizarding word has a metric shite-ton of gold. One of the reasons Vold was so dangerous is that he could tank the muggle market with by flooding the market with gold.
So Muggle government step up exchanges to wizards can transfer money for everyday purchase in the muggle world but limit the amount of wizard gold that can come over.
