I'm not familiar with Voya funds, but you want to use low cost funds (expense ratio of 0.5 or less). If there are no low cost funds and no matching then using a 401k becomes debatable.
Are you already funding a Roth IRA? If not, then that probably makes more sense than a 401k with no match.

not seeing any available, everything is at around 1%
