I think this is way overblown as far as motivation is concerned. Sure, it helps eliminate the consequences, but I don't believe there is some widespread conspiracy by the poor to reproduce at will in order to generate more income/benefits. Isolated cases, maybe, but that doesn't explain the majority of cases IMO.

The real reason has already been discussed in this thread and has everything to do with why they're usually poor in the first place - piss poor decision making.
