This is a bullshite extrapolation from the data at hand. The "rate of increase" is utterly useless when you start so low in the first place (1950 rates). The rate of change (slope) for the overall trend should be the concern, and while that isn't promising for any race, it is particularly worrisome for blacks.

If you notice, the incline begins at the passage of LBJ's "War On Poverty", which rewards the behavior we still see today.
