OP I think we need to hear more about the change in scheduling and as said what industry.
I would personally tell them that vacation time is important, and that the new job is basically taking away 2-3 weeks of vacation. Therefore if they don't budge on the vacation, the pay needs to make it up.
I've seen many companies that are by nature very tight on PTO and it is very much frowned upon to use all your leave or take unpaid leave. So its definitely something that should be asked up front if you are going to be using all or more of your PTO. Which there is nothing wrong with, but being in situation where you fit in with your vacation time is very important. I've seen people have to quit because they never took vacation and were tired of being in an office with a team member always gone. They couldn't handle that.
