Almost every team at every level has their first 15-20 plays scripted. They are to see how the defense reacts so they can make adjustments and exploit a weakness later.

with our total of about 60-65 plays per game, that would be nearly a third of the game. No OC is going to keep to a script for that long.

Sure, an OC comes into each game with an idea of what plays they want to run, and they may script the first handful. But no OC is going to keep to a 20 play script. Defenses change, down and distance changes, situations change. OCs have to adjust on the fly.
