Your bank should have an international department whereby you can wire the funds from your checking account to the Chinese companies account. You will be charged about $25-$40 by your bank. While the transactions are safe, just be careful that you don't get scammed as doing business in China can be very tricky. What is the total value of what you are buying including freight, duty etc? Do you have a way to verify the company you are doing business with their is legit?
To answer your question, the safest way to do buy something from China is to use a letter of credit in conjunction with hiring a reputable cargo inspection company, but the seller has to agree to this method.
