Apparently they are on a timer still, but it has been tweaked. Respawn also said they fricked up on implementing it too though to where it is making it way too difficult to earn one or more in one game.
The game is called Titanfall. You should be able to get a damn Titan pretty regularly imo.

I'm not saying it needs to be a 20 kill streak, but maybe 5. There was a playlist for just titans so you could get your mech fix there IMO.
