Then they could issue a public apology. Let their governing body over their sport handle the penalties if there's no criminal charges. Lets not act like Rio has a stellar reputation right now for telling the truth either.

Unless you're a suspect of terrorism, espionage, etc. there's really only a handful of good reasons to detain a foreigner in a country like Brazil. Especially given how corrupt their government is at this point.

No charges have been filed against Lochte and Co. Is it embarrassing as hell? Absolutely. But there were other ways it could've been handled that ironically would've resulted in less publicity.

They're under the authority of Brazilian law and aledgedly committed a crime. The first thing you do is not let them leave until it's sorted out. Not hard to understand.
