It comes down (broadly) to authorities. The governor has authority over Title 32 (National Guard) forces in the state. They do not have authority over Title 10 (federal - both active and reserve component) forces in the state. Use of Title 10 forces requires coordination with the federal government. That is the (very) simplistic way of describing it.

That's the cliff notes version and very accurate...it'd probably be easier to get support from Mississippi under the interstate compact using Title 32 authority than getting the USMCR called up under Title 10
