Excuse my ignorance but the national guard can be called but the reserves can't until the governor request president to get military involved? Isn't national guard part of military to some degree?

Guard is State's military and are in the service of the Governor.

Governor can loan them/place them under authority of President, but President is not their Commander-in-Chief.

It comes down (broadly) to authorities. The governor has authority over Title 32 (National Guard) forces in the state. They do not have authority over Title 10 (federal - both active and reserve component) forces in the state. Use of Title 10 forces requires coordination with the federal government. That is the (very) simplistic way of describing it.
