Commander has immediate response authority for his area. The Title 32 folks will be involved well before the Title 10 guys do though.

Title 10 can be authorized for use other than support to DSCA with weapons upon Stafford Act authorization, though.

He has the authority with those active duty personnel he has assigned. We did it when I was a company commander in 10th Mountain Division responding to an ice storm in northern New York. However, he does not have the authority to call up his reservists (Title 10). That is the issue.
