before I watch, did the deceased have a chance to comply with police orders before things went downhill?

Guy steals car

Cops chase guy

Guy rams cop car with stolen vehicle

Cops shoot him

I don't see the issue here, unless I am missing something.

Pretty sure he wasn't complying as he proceeded to lead them on a chase and then crashed into the cop cars while continuing to try and flee on foot. Apparently, the actual shooting was not caught on camera, just some of the events before and after.

It will be enough for BLM to judge the situation though.....

ETA: I haven't read all the policies that were broken, but the titles out there are making it sound like they were relieved of duty for killing him.
