The grammar issues are numerous but the bigger question is whether this is the best they can come up with assuming they even tried to do so.
What does this mean?
2. Creation of Police Department Interactive Training Program vs Residency Requirements. Primary police officers who are designated to patrol certain neighborhoods will receive interactive training by attending churches, schools, community centers and meeting with local community citizens during a three month training period each year.
Are they suggesting that police officers train for three months a year and then work nine months a year? What the hell is a "Primary" police officer?

It's a fantasy world they live in where each neighborhood has their own police department comprised of a policeman who resides on every block.
The scary part is that they want the feds to come in, break up an established local system of govt, and help them gerrymander voting districts that will allow them to exploit more money out of middle class areas to give to the deadbeats of NBR and ensure their power (no matter the results) for the next 50 years.

I am guessing a hired cop to decide what crime needs to be submitted to real cops.

How about we institute a psychiatric ward for these idiots? This is some of things whites and other races have to deal with coming from the black community. These so called roles are nothing more than taxpayers paying them to continue their victims status. Taxpayers pay a ton of money for education and services that get squandered. What they want is to continue a deviant lifestyle and blame other for their failures.
