I'm going to argue that it was his 2nd round pick (first pick of the 2nd round) because he didn't want to specify which player was which.

Since 10th and 11th were stated followed by the players in the order above, I'd say that Hazard was your 1st round pick while Payet was the 2nd round pick for the sake of the supplemental draft. And, yes, I'm a salty mother fricker right now. But, in any respect, I don't believe draft position matters for the Winter Supplemental. I believe the only thing that impacts position is your place in the table.
