This is true. Even though the harness will stop a fall to the ground the helmet is still helpful to protect a hit against the building during the fall.
This is true in rock climbing as well. And it protects from falling rock.

The straps holding them aren't even long enough for their head to hit the edge they are standing on so I don't think that is an issue
