I know about zooming, that's not really the solution I'm looking for though.

Funny thing is, on Youtube when I go to 90% the video actually gets bigger.

That tells me that Youtube has a layout change somewhere between 90% and 100% of your maximized screen size (or maybe between 100% and 110%, since a lower zoom factor simulates a larger screen). Anyway, I'd bet my paycheck that it's the lack of a taskbar causing it. Make your taskbar extend to the second monitor to verify.
