Call the strike zone as it is in rule book (bring back the high strike). Pitchers will throw more pitches up in the zone. More strikeouts - which is exciting for the home crowd when their pitcher notches a K. Also, more high mistakes equals more HRs (chicks dig the long ball).
It's a way to accomplish his two seemingly contradictory goals. Win/Win.
