If they limit the number of changes per inning, you would also run into a situation where your reliever is getting shelled, but oops, you already used your one pitching change. All of the sudden you've got a 30+ minute half-inning on your hands.
Simple truth is more runs scored = more pitching changes = longer games. The two go hand-in-hand more often than not.
