There's two types of end-bosses in Final Fantasy games.

Type 1 - They are the primary antagonist throughout the game

Type 2 - They only show up in the final boss fight

Final Fantasy 1 - Garland/Chaos (Type 1)

Final Fantasy 2 - Emperor (Type 1)

Final Fantasy 3 - Cloud of Darkness (Type 2)

Final Fantasy 4 - Zeromus (Type 2 - Golbez is Type 1)

Final Fantasy 5 - ExDeath (Type 2)

Final Fantasy 6 - Kefka (Type 1)

Final Fantasy 7 - Sephiroth (Type 1)

Final Fantasy 8 - Ultimecia (Type 2, but if you combine her, Adel, and Edea into one, it's Type 1)

Final Fantasy 9 - Necron (Type 2, but Kuja is Type 1)

Final Fantasy 10 - Yu Yevon (Type 2)

Final Fantasy 12 - Vayne (Type 1)

Final Fantasy 13 - Orphan (Type 2)

So you're saying you either know a villain in the narrative from the beginning or you find out somewhere down the line? Makes sense for any media.

To be fair Kefka was a Lieutenant, equal to Leo until the Floating Continent. He was the Empire's first Magicka-enhanced soldier. And Geshtal's whole scheme worked until Kefka just outright kills him and takes over.
