Honest answer:
- stop mass incarceration; lesser sentences for drug crimes. Young black men get "in the system" at a young age for petty crimes. Are not rehabilitated in prison, it does the opposite. Are released yet now know other life style than crime. Are imprisoned for a majority of their life.
This leads to
- many black children being raised in fatherless homes
This would help rectify that factor
At this point the family unit of black people can be stabilized. May take generations.
Then....
- education. Pump money that WAS going to prisons into the schools where it belongs. Having a more educated general population helps EVERYONE it helps the entire nation, not just one race or one portion of people. End affirmative action that sends minoroties into institutions where they feel out of place and out performed academically. This has been proven to actually hurt minoroties. Pump insane amounts of cash into schools, early education, after school programs.
Once educated and with a stable family life the black community will see the value and potential every individual life has. Not something that is disposable.
They will fear ending up in prison rather than seeing it as a rite of passage. This will deter violent crimes by itself but also will garner respect for fellow human being.
