I'm not an expert, but did a good bit of research on 529 plans when my first kid was born. I decided to setup my kid's accounts, and the accounts I setup for my nieces and nephews, in the Utah Educational Savings Plan (UESP).

They have a good variety of low fee funds to choose from that include age based, static, or custom allotments. Then they also have Vanguard and Dimensional funds that you can choose from. LINK

I live in Texas, which doesn't provide a tax incentive for contributing to 529 plans and the Texas 529 plans are pretty subpar, so it was a no brainier to go elsewhere. The low fees and ease of use with UESP have been great so far.

I set up an educational savings account (ESA) for my kids through schwab. Used a target date mutual fund.
