It's not a dumb question, because it is confusing. If you recall that the terms are differentiating between 2 things, neither of which involve actual "zero" - despite any misconceptions.

The first is mounting of the optic compared to the BUIS.

The second is the sight picture when using the optic.



For any sight to be zeroed, that sight has to deliver a bullet to a mark (assuming correct sight picture, alignment and other fundamentals) at a predefined distance. There is no "Kentucky windage" or anything like that at the zeroed distance. Zero is zero.
