It is actually very hard to see rear tail lights in really hard rain - not bright enough and most people intelligent people don't really hit the brakes in really hard rain. So they slow down without the brake lights coming on.

When the hazard light gets brighter in your vision it means the car in front of you is slowing down and you are getting closer.

- not normal rain, monsoon rain is the only time i'll put them on when i can't see anything. You really shouldn't be following close enough in such a rain storm to be blinded by the flashers anyway.

You don't have to be close for heavy rain to make the lights have excessive glare.
