This has already been discussed. Their rap sheet has nothing to do with whether or not these shootings were justified or not.

Examine the particular circumstances under which the shootings took place and then make a determination as to whether protocol was followed.

The expedient thing to do is to say "well they were criminals," as if to say that makes the shootings automatically justified or more likely to be justified. I'm not saying the shootings were or were not justified. The right thing to do, which is the difficult thing to, is to remove any personal bias and simply look at the sequence of events that took place, then reach a conclusion.
