It's a new app called Pokemon Go that is turning lots of kids and adults into zombies. It uses GPS to see where you are and Pokemon or other items are placed in random places and you need to go to that place to capture the Pokemon or pick up the item.

The hotspots seem to be in public areas like parks but there are lots of them randomly scattered around. Some end up on private property like people's backyards.

I'm at a park now so my kids can catch stuff. There are at least 3 other groups of kids walking around staring at their phones. If I made the app, I'd put Pokemon in places like airport runways, police stations, and in the middle of lakes.
