Everybody keeps saying this, but haven't all the dark army "hits" we've seen been stealthy drive byes with dudes on bikes dressed in black ready to erase themselves. That's not how this scene went down. Why address them at all if he's just going to kill them? Why not send another group of DA mercenaries? Leon doesn't seem like a guy ready to eat his own bullet at the 1st sign of shite going sideways. And Dom mentioned that the DA hadn't even been the ones to kill Romero--he was hit by a stray bullet. So, it's not like Whiterose is taking out F Society.'
