I wrote a pretty sweet paper on this issue while I was in college.
Basically did a bunch of work to prove that corn based ethanol fuel supplementing was stupid.
Professor said it was the best undergrad paper he had ever read

In engines designed for it, the power and fuel mileage is fine. In engines not designed for it, they are like 10-30% worse IIRC. Of course there are a bunch of other other costs associated with it
