Perhaps throw caution to the winds and draft BPA even when needs are few?

In Denver's case, this has worked in recent years. Shane Ray and Bradley Roby have both been drafted at or towards the end of the first round when the need wasn't entirely there. Chris Harris and Aqib Talib were at cornerback, Demarcus Ware and Von Miller at rush linebacker. It helped mold Denver has having the best positional groups at both position.

Drafting the best player available can work in both cases.

If I'm New Orleans, I draft offensive line and continue to mold the offense towards a more run heavy approach. Drew Brees won't be slinging it around forever, and both he and a future quarterback need to be kept upright.
