Yea don't get me wrong the Empire is definitely scary and living in their capital would be tough, but at least it's a thriving city with modern amenities.

The areas that were fought over by the French and English during the 100 years war had it rough.
One side marched into town and said pledge loyalty to us or we will kill you. Then a few months or years later the other side would come in and punish the town for betraying them.
This repeated often.
