I'm not a coach but my son was part of the first soccer team at Lutcher and we were with the program as it grew from scratch to being a good solid program.
I also wasn't involved in the effort to get the program but from what I understand it was a several year effort of lobbying that finally paid off.
I think what you need to do is try to find and connect with parents of like minded students who enjoy soccer. Probably the area rec or travel program would be a good place to start. You and they will have to be willing to do the organization stuff and ready to do fund raising if the team is instituted.
Then the person you really need to win over is usually the AD (who often is the same as the Football coach). And of course the principal and the powers that be on the school board.
Once our AD and administration embraced starting the program they've been very helpful. (One thing the AD insisted on was starting with varsity from the beginning. None of the playing JV only for a year or two as the program finds its feet. And looking back, that was actually a very good choice.
Good luck to you. The sport is growing in the high schools. In my own opinion it is the only hope to attract and identify talent to try to move up as a soccer playing nation. Though there is some fund raising involved, its not like the pay to play club system.
