I read something recently that basically said that Robert had a claim by some Targaryen blood through his Grandmother (that was his way of rallying the troops so to speak). Someone traced it back where someone Targaryen married a Lannister a long the way and without knowing about Jon Targaryen or Dany, it technically falls to Jaime.
Ceresi essentially usurped Jaime since he's no longer with the Kingsguard and would have a claim.

Ok. Im just saying if he had the Dragon horn he probably wouldve mentioned it when he was making his claim during the Kingsmoot. Neither horn has ever been mentioned on the show up to this point.

Oh and Tommen killing himself and Mad Queen Ceresi almostly certainly guarantees Jaime's turn to the good side. Between being fed up with Walder Frey and that look with Ceresi, he's gotta be done.
