I'm pretty sure it's natural. Because of sinkholes, Florida probably has more lakes than Minnesota.
And Disney actual does do a lot of animal control to try to prevent this. But it ed a perfect storm being a little kid wading at dusk. Something a family from Nebraska would be clueless about. It's just a horrible tragedy, that while preventable, was probably bound to happen at some point.

The Seven Seas Lagoon is actually man-made. They dug out the land from there to build up the land where the Magic Kingdom and resorts now sit. They lagoon was then connected to what is now called Bay Lake, which is a natural body of water. And the shores of Bay Lake have minimal development along them.
