This. The police went in almost immediately once they were there, and the perp retreated into a bathroom with 5-6 other people. More on that may be out now. But he retreated into the bathroom and made the phone calls, they thought that he may of had explosives so they tried to negotiate. I haven't seen what changed their mind to go in finally.
But the vast majority of people in the club were no longer in the gunman's sights not long after it started because he went into a bathroom.
