When Armelite, then Colt, first manufactured the AR15, it had a select fire system, full auto, semi and safe. When the US Govt made it the infantry weapon of choice and renamed it M16, Colt then began producing the civilian AR-15, which only had semi-auto capabilities.

But to answer your question, a civilian model AR15 can be made to fire full-auto by adding a couple of pieces, mainly an auto sear.
