They lied. They had no reason to follow and stop without cause.

You really think they went to Fed ex and just happened to see a package with an Oakland address out of the thousands that come in daily?

The fish were vacuum sealed. How does the receiver know he has weed? It wasn't open to see weed.

If I send you fish with weed and you didn't expect fish, wouldn't you get in your car and drop it back at a FedEx location? Should you be arrested?

This does not seem to be the case since the motion to suppress sounds to have been filed based on the argument that consent given in response to deception is the same as consent given in response to coercion. It isn't though, and AFAIK this has been thoroughly established in past case law.

Anyway, presumably there isn't a question about the legality of the stop itself since this wouldn't be at all newsworthy in that case.

That was done by enforcement assigned to the center. Nothing random about it, they are there looking for narcotics. FedEx has a reputation of being used by dealers both for drugs and money. The overnight turnaround was explained as the reason.
