There had been implicit threats by some groups that those classes would be eliminated if they didn't vote to split football on public / private lines.

Kind of but not really.
The proposal effectively combined B and C into 1A while making 2A the lowest football playing classification.
The net effect is B and C combined and all other classes moving up a number.
