If there is no movement, a person who played high school level baseball will be able to make a decent amount of contact after maybe 10 to 20 pitches.

Correct. If the speed is 92-95 I would put my number in the 80s. 96-100 I put my number in the 60-70 range

Then he is not a MLB fastball. Almost ALL of the pitchers at that level have movement on fastballs. The timing of major league hitters is too good without movement. In, out, up, down....EVEN on fastballs.
