You ever try working with a railroad on a construction project? There is nothing easy in dealing with any of them.

Not making excuses for BR's glacial pace of getting projects done, but the rail roads are no easy excuse.

This is very true. The railroads have a ton of power. Agreements signed back in the 19th century make it damn near impossible for states to compel them to do anything, and the federal government generally treats them with kid gloves. They're nearly untouchable.

Pretty sure it takes an act of congress to obtain ROW from a railroad, assuming they would have to in this case.
