Why would they stop at Lee?
They should extend it all the way to Gonzales. Boom there's half of your loop. the only thing left to do would then to build a bridge connecting LA 1 in the West Bank with Nicholson/Hwy 30 on the east back somewhere between brusly and Plaquemine.

It should be 4 lanes minimum between brightside and Burbank as well as between LA44 and LA73. Ideally, it (and LA431) should be 4 lanes from downtown BR to Port Vincent.
