The city, state & whatever firms working the project will blame the big scary railroad for any delays. The railroad is the easy excuse for any delayed project in that area. They went 30 years without having left turn arrows on Nicholson at brightside. The railroad was always their convenient excuse.

You ever try working with a railroad on a construction project? There is nothing easy in dealing with any of them.

Not making excuses for BR's glacial pace of getting projects done, but the rail roads are no easy excuse.

While it does provide them with a convenient excuse, most of the time it is accurate as well, they basically just say frick you we aren't agreeing to anything the majority of the time, and the laws are behind them.
