I would imagine it's a debt and the SOL has long since passed, but that doesn't stop them from sending a scary letter.

The state has their own debt collectors and I'm finding that a lot of it is computerized. I'm sure the "cost" to send the letter was virtually zero. If they get you to pay up, it's a huge return on their money.

I'd write them back and demand proof. I doubt they will be able to find something, and if they do, I'd then claim the SOL has expired.
