You would sue the bar.
I don't have a dog in this fight. I used to tube the Tangi in high school and we would get silly out there. I would think the parish would have a solid case against Tiki Tubing given the death statistics. Considering the deaths were all related to that business. Even with the people signing the waiver the parish could have grounds to shut the business down.

That part of the Amite really needs to be designated as scenic to stop all commercial use. Similar to what they did with the Comite. The tubers trash the river every summer and nobody cleans it up. Sure, tiki tubing might send a boat up river to pick up trash but they can't get it all and even if they are picking up 90% of the trash it's still not enough.
I realize the sand bars aren't private property but the adjoining land owners still have to clean up every weekend. You can't just leave a couple thousand beer cans laying around.
But, nobody actually gives a frick so they just keep on keeping on.

ban water for everyone...while we are at it ban football since people get hurt and killed playing it also.
I really thought the outdoor board would be against having more restrictions on our freedoms...I am dissappoint

The right answer is you wouldn't sue anyone.
