The national guard would take a while to mobilize.
Most likely scenario is an EMP over the city, you'd have to wipe out comms. Of course it would alert everyone that something is going on but the information would be hard to get out.
That is also assuming that they somehow find a way to get an entire invasion force to our borders without anyone knowing....
