I know the lower Miss River (Vicksburg to N.O.) holds a lot of bass. I've heard of people pulling up hoop nets full.
I do a lot of fishing on an oxbow that floods a lot and 100's of thousand of acres of farm land flood also. I can't even begin to estimate how many 14-16 inch "football" bass are pulled out of some of the backwater areas between the lake and River. I know I've pulled a couple hundred out and don't fish the area near as much as some.
On a slow fall some beaver ponds end up full of bass when the water falls. Other times on a fast fall it's like all the bass haul butt with the water and get out of there.
So, to answer the question in Op, I don't think resident fish leave when it floods but new fish come in for sure
