I've never interviewed with HR. I've had phone calls from HR where an obvious screening process was happening - "we got your resume & Jim from ops is interested in interviewing you, but we just need to verify...". Once you prove you can speak English and aren't drunk in the middle of the day then you go to the formal interview with the person you will be working for.
Oh, and to quantify and earlier point - a lot of fat, miserable women who know nothing about the business they work for are in HR.
