Does this work only for primer? I remember years ago trying to cover an interior oil based paint with latex Kilz and then latex paint and having a hard time.

believe so, if you're repainting over oil based paint I've always been told to use a clear shellac primer/sealer first that way the latex with bond to the walls. Because you just slap latex anything on the oil based paint it will chip away quite easily.
