Yes.

It costs money to process, track and approve/deny these permits. If you think the folks you described shouldn't have to have a permit due to their MOS, then that's another argument. Until then, you get the luxury of paying half of what I do.

You've been quite clear on that point. The fact that it doesn't make a lot of sense seems lost on you. The whole reason for the permit system was to make sure folks weren't bad guys and had the class. Louisiana already exempts them from the class. So maybe they're willing to fill out the paperwork, but these are exactly, precisely the people you want carrying concealed, other than off-duty cops who are exempt from such formalities.
