From what I gathered this guy worked at the bike shop. This other guy shows up with a gun demanding a bike back that he'd sold to the shop. The owner told the guy who worked there (the one the cops later killed) to lock himself in a back room. At some point he makes a run for it and is shot and killed by police. As for the gun, perhaps it was his personal carry or perhaps one they kept at the shop in case they were robbed.

Either way, it does not excuse the cops who shot him down nor does it excuse the lies told by the cops to try and cover up their actions.
